Rachel Maddow explains it for those of us that don't watch FOX
Fast and Furious refers to a law enforcement strategy. It's a program started by George W Bush and continued by the Obama administration to let some sketchy gun sales go through in hopes that following those guns after they were sold could lead the ATF to Mexican drug kingpins for arrest.
The theory is the Obama administration sold too many guns in order to create gun violence in order to cause revolt among Americans about the horrible thing those guns are doing in order to make people feel more positive about gun control so then they could get away with taking everybody's guns away secretly...someday after they stop selling all the extra guns to get there.
They're being super lax in gun control as a conspiracy in order to be super tough on gun control
The idea is that by selling guns the Obama administration is gonna stop people from selling guns. We're being super lax on gun control for gun control.
Is that the gist of it?
Side note:
If you are a person who watches FOX all day it is possible that you have been marinating in this theory for long enough so that this seems feasible.

Lie. Fast and Furious wasn't started under Bush, it was wide Receiver. The Fast and Furious program was started in October 2009, nine months into Obama's first term.

Other than the name of it, what is different? How does the "let some sketchy gun sales go through in hopes that following those guns after they were sold could lead the ATF to Mexican drug kingpins for arrest' differ from one program to the other.

Geez, you're about as ignorant as they come when it deals with big issues. Maybe you should research things before opening your pie-hole. Bush's Wide Receiver program used a tactic of “controlled delivery,” where agents would allow an illegal transaction to take place, closely follow the movements of the arms, and then descend on the culprits. Fast & Furious is different because it was “uncontrolled delivery,” where the criminals were essentially allowed to drop off the map. Bush's Wide Receiver program was conducted with the cooperation of the Mexican gov't. Fast & Furious was not!
