This one isn't really all that hard to figure out. The Chamber of Commerce is not a huge fan of Barack Obama, and it is definitely not a fan of his administration's regulatory policies. Just take a look at the headlines from late last week: Chamber of Commerce pledges to take Obama policies to court. Then the Obama administration comes out with this line about the Chamber of Commerce using funds from foreign donors in its U.S. election efforts. The proof? Well...... actually there isn't any. In fact, when someone asked Obama dog-washer David Axelrod to prove that foreign money is being used by the Chamber of Commerce in campaign efforts, Axelrod's response was for the questioner to prove that it wasn't.
There's your sign of desperation. Make an accusation with no basis in fact, then tell your opponents to prove it isn't true. Democrats feel that the American people neither the desire nor the ability to research into the matter themselves, so the administration can pull any "facts" it wants.
And just how much money does the U.S. Chamber of Commerce get from it's foreign counterparts? Estimates are that less than one-half of one-tenth of one percent of the Chamber's operating budget comes from abroad. Wow! Now that's dangerous!

Obama is doing this when he himself was the master of the undisclosed donations in 2008....
